GREEN SHORTS FILM FESTIVAL IN SHORT

The Green Shorts Film Festival is an annual online film festival about saving our planet, helping our environment and being green. The 2010 contest theme is “Bringing it Home” (the theme of the Community Environmental Council’s South Coast Earth Day Festival).

With this theme, we hope to solicit compelling and pragmatic solutions, and entertaining commentaries regarding, sustainable living, eating and growing local food, sustainable transportation, energy independence and a green future without petroleum. This is a chance for concerned citizens to share the ways in which we can all reduce our consumption of fossil fuels, protect our environment and reduce our carbon footprint.

Traffic Solutions Award: Video Camera – This award will be given to any movie that
focuses on sustainable transportation such as commuting, bicycling, walking,
carpooling, taking transit, vanpooling or telecommuting. This award will be judged and
selected by Traffic Solutions staff.

 

HOW TO ENTER

Submission Deadline is March 26, 2010 to be eligible for prizes. To enter the film festival, here’s what you need to do:

1. First register for the film festival. Go to the Registration Form to register.  This is important to do as soon as possible so that we can notify you of any changes in deadlines, formats and screening event.

2. Upload your movie to our Green Shorts Film Festival Vimeo site and share your movie with your friends and family:  http://www.vimeo.com/groups/greenshortsfilmfest

3. Mail or drop off your movie to the Community Environmental Council at 26 W. Anapamu, Second Floor, Santa Barbara, CA 93101.  Make sure to follow the movie submission format instructions described below.  Movies that are not received in the correct format by March 26, 2010 will not be eligible for prizes.

 

MOVIE SUBMISSION FORMAT SPECIFICATIONS

All video, graphics and audio must be original content for the movie to be eligible for the film festival.  Burn to CD or DVD as a FILE - NOT as a playable DVD movie.  The source video image must be composed for 4:3.  16:9 wide-screen is acceptable but needs to be letterboxed to fit a 4:3 format (Black bars top and bottom). For 16:9 projects, we suggest providing two copies, one that is letterboxed for 4:3 and one that is native 16:9 as we may have the opportunity to air it in wide-screen format. NOTE: If shot in HD - content must be down-rezzed as per the specifications below. We may contact you at a later time for a HD copy - so be sure to edit in the NATIVE format of your camera using the appropriate software and down-rez a copy from your HD final cut.

For final delivery - follow these guidelines:

Content Resolution: 720W x 480H (NTSC)
Pixel Geometry: Non-Square
Aspect Ratio: 4:3 (1.33:1) or 16:9 (1.78:1)
Color: 24-bit RGB
Frame Rate: NTSC, 29.97 fps
Scan Type: Progressive
Length: 2 minutes or less
Final Format: AVI or MOV (no compression) Call with any questions.
Not Accepted: PowerPoint, Word, Publisher (Most Microsoft software).

Delivery: Burn to CD or DVD as a FILE - NOT as a playable DVD movie disc.

OFFICIAL RULES

Eligibility

The Contest is open to residents of Santa Barbara, Ventura and San Luis Obispo counties. Anyone is eligible to enter the general prize categories. The Student categories are ages 11 and under, and ages 12 to 18 (age at the time the Contest commences). Any current college student is eligible for the College Award. The Contest is subject to all federal, state and local laws and regulations. Judges and members of the Review Panel (and their immediate family members and members of the same households, whether related or not) are not eligible to participate.

Participants agree to abide by the terms of these Official Rules and by the decisions of the review panel which are final and binding on all matters pertaining to this Contest.

Content

The 2010 contest theme is “Bringing it Home” (the theme of the Community Environmental Council’s South Coast Earth Day Festival).. With this theme, we hope to solicit compelling and pragmatic solutions, and entertaining commentaries regarding, sustainable living, eating and growing local food, sustainable transportation, energy independence and a green future without petroleum. This is a chance for concerned citizens to share the ways in which we can “Bring it Home” by all reducing our consumption of fossil fuels, protecting our environment and reducing our carbon footprint.

Movies can discuss various components of everyday life including transportation, home and garden, work, recreation, etc. and in this, the subsequent actions being taken to reduce one’s carbon footprint and our dependence on fossil fuel. The use of fossil fuel has broad reaching impacts on our society, including global warming, air and water pollution, food supply, traffic congestion, land use, energy efficiency, alternative energy, national security, the economy, etc… So think globally, act locally and use this film festival to help empower our community to live more sustainably.

Movie(s) should be:

  • Inspiring (Does it make the viewer want to get up and do something positive?)
  • Pragmatic (Does it provide the viewer with answers or tools so that they can take action?)
  • Compelling (Is your storytelling as appealing as your actions? Is it moving or funny?)
  • Theme Tie-in (How well does it tie-in to the "Bringing it Home" theme?)

Movie(s) must be:

  •  No more than 2 minutes in length
  • Produced by a Santa Barbara, Ventura or San Luis Obispo county resident 
  • CD or FILE DVDs (should be non-playable DVD) must be labeled with the title of the movie and the filmmaker’s name, email and phone number.  Such as Quicktime, MOV.
  • All video, graphics, photographs and music should be original content created by the filmmaker or the movie production crew.

Movies(s) may NOT contain:

  •  Any third party video, photographs, audio or graphics except for those created by the producer’s filmmakers and creative crew.  Stock video or photographs, screen capture content from YouTube or video games, etc. will not be accepted.
  • Third party voice-overs for which you have not obtained the rights to use is not accepted.
  • All content must be original and owned by the producer and/or the producer must have ownership of the copywritten material and/or have permission.
  • Nudity, lewd or vulgar behavior; offensive language and/or gestures.

All ideas submitted will be posted to the Contest Web site with your full name, your age and school (if competing for a student prize or college award) but no other identifying information.

All entries must be appropriate for all audiences. Movies referencing sex, drugs, or violence will not be accepted as entries. Any video that includes content that is deemed inappropriate, indecent, obscene, as determined by the Sponsors in their sole discretion, will not be eligible.

Entrants represent and warrant that (i) the videos that they submit: are their own original creations and do not infringe any other person's or entity's rights; (ii) they have obtained permission, if applicable, from the people featured in the Movie to enter this Contest; and (iii) the submission of the idea will not violate any enforceable agreements or understandings submitter has with any third party.

You can submit as many ideas as you would like. Submissions must be made in English or subtitled in English. Each video must be submitted in the name of one, and only one, entrant.

By entering the Film Festival you grant the Sponsors/Partners the right to contact you regarding your entry, publicize your entry, promote your entry for any other purpose related to the Contest and/or broadcast your entry.

Grant of Rights in Movies Submitted
Submission of a video constitutes the irrevocable right to Sponsors of all rights in the video, all rights to use, copy, sublicense, edit, modify, make derivative works, publish, exploit, transmit, distribute, publicly perform, publish, delete or display the content of and elements embodied in the Movie and the Movie itself, in whole or in part, in perpetuity in any and all media (whether now existing or hereafter devised) without limitation, and without consideration or acknowledgment to the entrant and the unconditional right to use the idea and statements about the video for advertising/publicity purposes without additional compensation, except where prohibited by law.

Review panel and selection criteria


The judges for the Green Shorts Video Contest will be continuously updated on the Contest website. The Review Panel will be made up of filmmakers, actors, educators and members of the media.

Bob Banner
Editor and Reporter for HopeDance Magazine, SLO

Michael Colin
Michael Colin is a filmmaker and adjunct faculty at Santa Barbara City College, where he teaches classes in video production and editing. Colin's work as a writer, producer, director, editor and cameraman has been seen on broadcast programs for PBS, The Discovery Channel, The History Channel and others. He also produces programs for a diverse non-broadcast clientele through his company, Citabria Productions.

Phyllis dePicciotto
Founder and former director of the Santa Barbara International Film Festival, dePicciotto is currently a consultant for film-related projects. She has organized and coordinated cultural and film exchange programs from countries such as Hungary, the former USSR and China. She is involved with several environmental and human rights organizations, and serves on the CEC's Partnership Council and the Santa Barbara City Arts Advisory Committee.

Michael Hanrahan
President and co-founder of The Ocean Channel, Hanrahan clients have included the National Oceanic & Atmospheric Administration (NOAA), The Nature Conservancy, IMAX, and the National Park Service. He co-produces the Santa Barbara Ocean Film Festival, and works closely with University of California, Santa Barbara in the development of their Environmental Media Initiative, where he leads a summer video journalism program.

Adam Lundquist
Adam Lundquist is the co-host of the 92.9 KJEE morning show and can be heard from 6 a.m. to 10 a.m. He is arguably the most handsome man in radio.

Tim Matheson
Actor Tim Matheson is best known for his roles as Otter in “Animal House,” and as Vice President John Hoynes on “The West Wing,” for which he was nominated for two Emmy Awards. Recently, Matheson has appeared on television shows such as “Ed,” “Cold Case,” and “Psych.” He lives in Santa Barbara and is involved with the Santa Barbara International Film Festival, where he produces a sidebar on Asian cinema.

D.J. Palladino
Producer of the Magic Lantern Films series, Palladino is also an arts journalist and film reviewer. He is former arts editor of the Santa Barbara Independent, where he won state-wide awards. He continues to write for the Independent, as well as for Santa Barbara Magazine and indiewire.com.

John Palminteri
One of the most recognized faces and voices in the Santa Barbara area, veteran news reporter John Palminteri is a regular contributor to a half-dozen television, radio, and print media on the South Coast.

The Partners reserve the right to assemble a Pre-screening Panel to narrow down the number of Movies to be reviewed by the Review Panel. If a pre-screening takes place, the same criteria will be used.  The Review Panel and the web viewers will select the videos that are the most inspiring, pragmatic, and compelling, although, at the discretion of the Partners such criteria may not be given equal weight.

Green Shorts Film Festival is a partnership between the Community Environmental Council, Traffic Solutions and several other locally based non-profit organizations.

The Partners and Sponsors reserve the right to substitute prizes of equal or greater value. Prizes are non-transferable, assignable or redeemable for cash.

 

DATES

March 26, 2010 - Submission deadline.
April 15, 2010 - Screening Event and Awards Ceremony (Location TBD).
Saturday April 17 and Sunday April 18 - Earth Day Festival screening.

Dates are subject to change in the event that an extraordinary number of submissions are received. Notice of such change will be posted on the Contest website.  Film Festival registrants will also be notified of such changes.

Notification; Provision of Phone Number, Address
Winners will be notified by phone at a soon to be determined date. If an entrant cannot be reached by phone within ten (10) business days, the prizes may be forfeited and the next successful entrant will receive said prizes. Be sure to register using the Registration Form.

Delivery of Prizes
All winners should plan to attend the Thursday April 15 Screening Event, or have someone receive their award and prize at the event in their place.

 

THE FINE PRINT

Use of Winners’ Names and Likeness
Each winner who accepts any prize will be deemed thereby to have granted to the Partners the right, at any time and from time to time, to print, publish, broadcast and use, worldwide and in any media now known or hereafter developed, including but not limited to, the Internet and world wide web, the name, portrait, picture, voice, likeness and biographical information of each such winner as news or information and for advertising and promotional purposes without additional consideration, except where prohibited by law.

Disqualification
The Sponsors reserve the right, in its sole discretion, to disqualify any participant that it determines, in its sole discretion, is ineligible to participate in the Contest. Failure to comply with these rules may result in a participant’s disqualification.

Limitation of Liability
If for any reason the Contest is not capable of running as planned, including infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or any other causes which corrupt or affect the administration, security, fairness, integrity, or proper conduct of this Contest, the Sponsors reserve the right at their sole discretion, to disqualify any individual who tampers with the Contest, and to cancel, terminate, modify or suspend the Contest. The Sponsors assume no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft or destruction or unauthorized access to, or alteration of, entries. The Sponsors are not responsible for any problems or technical malfunction of any telephone network or lines, computer online systems, servers, or providers, computer equipment, software, failure of any e-mail to be received by the Sponsors on account of technical problems or traffic congestion on the Internet or at any Web site, or any combination thereof, including any injury or damage to participant's or any other person's computer related to or resulting from participation or downloading any materials in this Contest.

Limitation of Remedies
UNDER NO CIRCUMSTANCES, INCLUDING NEGLIGENCE, SHALL THE PARTNERS, SPONSORS OR AFFILIATED ENTITIES OR ITS SUCCESSORS OR ASSIGNS, OR ANY OF THEIR RESPECTIVE OFFICERS, DIRECTORS, EMPLOYEES, AGENTS AND REPRESENTATIVES BE LIABLE FOR ANY DIRECT, INCIDENTAL, INDIRECT, SPECIAL OR CONSEQUENTIAL DAMAGES, OR EXEMPLARY OR PUNITIVE DAMAGES, INCLUDING, BUT NOT LIMITED TO LOSS OF PROFITS OR HARM TO BUSINESS OR REPUTATION, ARISING OUT OF PARTICIPATION IN THE CONTEST, POSTING ON OR ACCESS AND/OR DOWNLOAD OF ANY MATERIALS OR INFORMATION FROM ANY WEB SITE OWNED, OPERATED OR CONTROLLED BY THE SPONSORS OR AFFILIATED ENTITIES, OR ACCEPTANCE OR USAGE OF A PAYMENT, INCLUDING WITHOUT LIMITATION DAMAGE TO PROPERTY AND, TO THE MAXIMUM EXTENT PERMITTED BY LAW, DAMAGES FOR BODILY OR PERSONAL INJURY, EVEN IF THE PARTNERS, SPONSORS OR ANY AFFILIATED ENTITES, THEIR SUCCESSORS OR ASSIGNS, OR ANY OF THEIR RESPECTIVE OFFICERS, DIRECTORS, SHAREHOLDERS, EMPLOYEES, AGENTS OR REPRESENTATIVES HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES OR LOSS. THE AGGREGATE LIABILITY OF SPONSORS ARISING OUT OF ANY KIND OF CLAIM (WHETHER IN CONTRACT, TORT, OR OTHERWISE) SHALL NOT EXCEED $1.00. SOME JURISDICTIONS DO NOT ALLOW THE EXCLUSION OR LIMITATION OF INCIDENTAL OR CONSEQUENTIAL DAMAGES, SO THE ABOVE LIMITATION OR EXCLUSION MAY NOT APPLY TO YOU.


Amendments
The Partners reserve the right to suspend, cancel, terminate or modify the Contest without advance notice, and thereafter to re-commence such Contest, if at all, only at such time(s) and upon such terms and conditions as we shall deem reasonable under the circumstances.

Severability
If any one or more provisions of these Official Rules are held to be invalid, illegal or unenforceable by a court of competent jurisdiction, such invalidity, illegality or unenforceability shall not affect the validity, effect or enforcement of any other provision or provisions of these Official Rules.

Jurisdiction; Venue
Any dispute that may arise hereunder, if not settled by the parties directly or through alternate dispute resolution, shall be brought solely in the appropriate state or federal court sitting in California and participants consent to the personal jurisdiction and venue thereof.
